of Slum TDR in SPPL
Introduction
Out of 9 Slum Rehabilitation Schemes
being developed by SPPL, about 306090.00 Sq.Mtr. (Land + Constn.)
Slum TDR is expected from 4 main schemes in stages. So far SRA has
released 204115.00 Sq.Mtr. TDR to SPPL in stages and the same is
sold out by SPPL in open market by giving advertisement &
calling tenders in phases, in accordance to the release of
Development Right Certificate (DRC) by MCGM for the TDR released by
SRA.
Procedure
As soon as SRA releases TDR
(Land & Constn.) and recommends the same to MCGM for issual of
DRC; SPPL advertise Tender Notice in 6-7 Prime News papers and
invite tenders/bids. Prescribed Tender documents are sold to the
intended bidders by SPPL and 10 to 15 days tender time period is
given to the intending buyers/ bidders to offer their bid. On
receipt of sealed bids/ offers on the prescribed last day &
time, the same are opened on the same day (as per the scheduled
time, one hour after the receipt of sealed bids) in the presence of
representatives of bidders & SPPL Officers.Price bid to be
opened only when the bidder fulfills other conditions.
On opening of Price Bid, along with the comparative statement, the tenders are
processed for the decision of the Committee, set up by the Board
vide Resolution No.94 dtd. 10-02-2000 for deciding the strategy and
rate at which sale of TDR can be effected.The committee consists of
MD/SPPL, CEO/SRA and Jt. MD/SPPL.GM (Mktg.) is Secretary of the
committee.
Within the validity of tender period
(30 days), the decision taken by the Committee is submitted to
Chairman/SPPL i.e. Hon'ble Mnister Hsg. through Vice-Chairman/SPPL
i.e. Hon'ble Mnister for State (Hsg.) for their
concurrence.
In accordance to the above approval,
acceptance letter is given to the successful bidder and agreement is
executed with them for the deed. Further transactions are to be made
as per the agreement.
Conclusion
So far,
out of the expected 3,06,090.00 Sq.Mtr. TDR, 204115.00 Sq.Mtr. TDR
has been sold by SPPL in VI Phases to the various successful
bidders. Statement showing the date of advertisement, quantity of
TDR sold, accepted tendered rate, Amount received and authority to
sanction the offer/ tender is enclosed herewith.
